  • Reverend St. Clair Mitchell

    Senior Pastor

    Dr. St. Clair Mitchell was born and raised in the British West Indies. While still a teenager, he accepted the Lord and was subsequently called to the Ministry.

    Through a miracle of God’s provision, he received a scholarship to study in the United States, after which he returned to his Island Nation of Dominica.

    In Dominica, he served in several capacities among which were Pastor and District Superintendent.

    In 1991, the Mitchell family moved to the United States where Dr. Mitchell served as the Executive Director of S.T.E.P. Ministries Richmond (Strategies to Elevate People). He also served as the Director of Church Development/Home Missions for the Potomac District. Since 2003, he has been the Senior Pastor of Evangel Assembly, Temple Hills, Maryland. Dr. Mitchell is the founder and president of S.T.E.P. Dominica, and S.T.E.P. USA, and served as the President of Teen Challenge, Maryland. As the founder of The International Ministerial Network, Dr. Mitchell provides mentorship to more than 250 pastors and ministers around the world. He currently presides as the Chairman and Presbyter of the International Fellowship of Ministers, an organization providing coaching and credentialing to more than 50 ministers. He also serves as the Founder and Chancellor of St. Clair College of Ministry.

    Dr. Mitchell is an ordained Assemblies of God Minister, a Certified Counselor, and is trained in Leadership Assessment, Church Evaluations, Coaching and Mentoring Church Leadership.

    He has earned Undergraduate Degrees in Practical Theology and Church Ministries and a Master’s Degree in Organizational Leadership. Dr. Mitchell has earned Doctorates of Divinity from Logos University and from the United Nations.

    Dr. St. Clair Mitchell and his wife Judith have four children: three girls; Joye, Joyette, and Jasmine; and one son, James.

  • Reverend Diana McConaty

    Executive Pastor

    Reverend Diana McConaty, more affectionately known as Pastor D, was born and raised in Clinton, Maryland. She was married in 1981 to Michael McConaty (now widowed) and gave birth to one daughter, Crystal McConaty in 1985. Diana grew up in Clinton, Maryland and currently lives in Brandywine, Maryland.


    Diana began a career in banking in 1978 and has extensive experience in the banking industry. During her more than 17 years of experience, she held positions of Assistant Vice President of Loan Operations, Assistant Vice President of Commercial Lending and Loan Operations Officer in Commercial Real Estate Lending Division. After leaving the banking industry, Diana gained vast experience in the consulting field during her employment with Porter Consulting Worldwide. She held positions of Project Coordinator, Strategic Resources Manager, and finally as Vice President of Finance and Management Advisory Skills.


    Diana received Jesus Christ as her Lord and Savior in February 1988 at Evangel Assembly. Since that time, she served in Children’s Ministries as a Sunday School helper, teacher and coordinator, and superintendent. She also served as coordinator for Vacation Bible Schools, Kids for Christ Programs, and many other children’s outreach programs. She was also the founder and executive director of Hillbilly Haven, Inc., a non-profit organization whose mission was to lead children to Jesus Christ. Through this ministry, more than 2,000 children were led to the Lord Jesus Christ. In November 2005, Diana became the full-time Children’s Pastor at Evangel Assembly.


    As her gift of administration and leadership abilities became more and more prevalent, she excelled in the field of operations. Diana has served in the capacity of Associate Pastor, at Evangel and presently serves as Executive Pastor at Evangel Assembly. She currently serves on the Board of Governors of the IFM.


    Pastor Diana was ordained by the International Fellowship of Ministers on January 17, 2010. She has an Associate’s Degree in Theology and is currently working on a Bachelor’s Degree in Organizational Leadership.

  • Reverend James Belle

    Associate Pastor, Pastoral Care/Prayer

    James J. Belle originates from the West Indian Islands in Dominica. He was called and chosen in Christ Jesus on January 1, 1970, and became a fully committed disciple of the Lord Jesus Christ. He graduated with honors in 1973 after 3 years of theological studies and training for the mission field.

    Reverend Belle was ordained by the Presbytery of the Pentecostal Assemblies in l976. Since that time, he has pioneered more than seven churches. He served as District Superintendent of the Assemblies in Dominica for more than 12 years. He pastored Rapture Time Assembly for more than 7 years and the Peoples Pentecostal Church in Roseau for 9 years. He has ministered the Word of God in Africa, London, the Caribbean, the United States, and other parts of the world for the last 28 years. Since 1989, he has worked in the U.S. as a missionary.

    He and his wife Aileen now pastor in the city of Richmond, Virginia, a work that they have been pioneering since 1993. They are the proud parents of Elleena and Jamesritch, and both work with them in ministry.

    Alisha and I moved to Maryland from North Carolina in 2007 with the belief that together with God, we can impact leaders and Kingdoms through the action message of God’s perfect word. We joined Evangel Assembly of God after recognizing the diversity of a genuine Love demonstrated from the first greeting to the last encouraging word prior to going home on Sundays. Seeing the need, we desired to serve Evangel’s Young Adult Ministry; Evangel College and Career Ministry (ECCM).

    As children of Military Service members and a 10yr Veteran of the USAF (Demetrus), we understand the benefits of service. As college graduates, we know the value and benefits of education. As children of God, we know the importance of having a potent relationship with Jesus Christ. How can we impact the world if we have not been impacted by the love and joy that Jesus brings through the Holy Spirit? It is my belief that this society and generations beyond can only benefit from “Getting to know God and making him known.”

    We are getting to know God more through the grace and mercies of his son Jesus; our Lord and savior. It is our mission to work in making him known on in the employment, college and community sectors through the Holy Spirit with mentorship, our daily walk and the proclamation of God’s word; under the vision, direction and leadership of our Pastor St Clair Mitchell. ECCM has accepted the mission to Produce, Empower and Prepare young leaders for effective College, Community and Kingdom reign.
